first: Go into NVIDIA Control Panel
Second: Click Configure Surround, PhysX
third: where it says Processor under PhysX settings, click the dropdown, and hit Geforce GT(X) XXX (your GPU instead of CPU)
Fourth: hit apply, and you're done. no need for any restarts, it's that Simple :)
P.S This will probably only apply to mainly people that have an AMD CPU.
also, if you go into task manager after starting up your game, you can set the priority to high or above normal by alt+tabbing out of the game, right clicking the taskbar, and clicking on task manager, and go to details, right click on Mafia III (or any game for that matter) and click on 'set priority' and set it to 'Above Normal' or 'High'
